The IRS used to make this easy when they gave everyone a  Publication. 2043—the IRS tax refund schedule.  Because unexpected circumstances led to refund delays last year, which violated the public’s service expectations and caused serious backlash, the IRS has decided not to publish a refund schedule this year.  Instead, the canned IRS response to refund expectations suggesting that consumers will receive their funds within a standard 21 days after their returns are accepted by the IRS.
